You more or less answered your own questions :lol
I (personally) think the way forward is a webpage, most business nowadays operate their business via the web, it kind of an unwritten law! Its also handy for your clients to view your portfolio over the web.
Before you design and build your web, write down everything you envisage it to be, what kind of domain you want (depending if you want to reach out to a further geographical area, if so are you going to provide international shipping?) I opted for a dot com site for that reason, I have everything on my site, about my business, the services I offer, prices, portfolio and off course TOC. But before I had my site live I had it all typed out on word document so that it was quick and easy to get it all onto the site in one go rather than coming back to it, editing etc.
Advertising/marketing is continous throughout with your business, like any buisness, getting your name and brand out in an already competive market is a must so whatever means there is to advertise do it if you can. I for example have flyers in libraries, Dr's surgery, my DD's school, my DS playgroup! Yellow Pages even my local horse shop!!
Wherever you can advertise yourself do it! Also, get to craft fares in your area if you can.
