I so want to learn more about how to touch up my pictures and make them pop more on my layouts. I use PSE to scrap with. Where are some good places with tips, tutorials, or classes?

There are some really simple tuts over at DigiScrapping Tutorials for photo enhancements - things like fixing red-eye, touching up blemishes, smoothing out wrinkles, etc.
If you are looking for more detailed information about using levels and curves, there is a book by Scott Kelby called The PhotoShop CS2 Book for Digital Photographers (http://www.amazon.com/Photoshop-Digital-Photographers-Voices-Matter/dp/0321330625) which covers those things.
And if you are looking for a simple way to achieve instant results, you can always purchase photoshop actions. Several people create and sell them now so there are plenty to choose from in a variety of price ranges (anywhere from $1 to $6 per action). My favourite "popping"trick is to duplicate the photo layer, use blend modes to change the top layer to "soft light", adjust the opacity till you get the desired result, then merge the two layers.

I am doing a class on basics and composition -- it starts this week at SOTB -- will probably offer it again after the holidays. Read, post questions, read some more, play -- that is pretty much the best way ;)

I would totally recommend Photoshopelementsuser.com. For, I think $39, although they may have raised the price, you get a semi-monthly magazine and access to all of their online tutorials, many of them video tutorials. If you have PSE, I personally believe it is the best resource out there.

Agreed! You get a bit of a price break with a 2 year subscription, plus they usually offer a free training dvd. The subscriber portion of the website has tons of helpful videos.
