How do I make a simple white border around a picture in PSE 4.0?

I use PSE 3 and I do it before I put it on the layout...
Do a select all on the photo and then go over to the edit tab and about 3/4 of the way down is a Add Stroke or something to that effect. Just click there and you can choose the px width and color. Just make sure that you choose the center option.

I use photoshop cs and I'm sure you can do the same thing.
with your photo open, make sure it's a duplicate so you don't mess up
Image/Canvas Size - edit the canvas size both width and height to add an extra .25 pixels (or whatever you want) and choose your background as white. It makes it all white around it when you're done.
I use CS2 also so I'm not sure if you can do it exactly the same but heres another way you can do it. If I was working on a LO and put the photo in I would select the photo by CtrL clicking the photo layer, then go to Select menu > Modify > Expand put in however many pixels then I'd add a layer under the photo and fill the selection with white. Maybe not so easy but yet another way lol.
