I have 6 posts and I still can't post comments on layouts or upload any of my own. Am I doing something wrong?

You weren't doing anything wrong and I see you're all set now! At 25 minutes after each hour, the system checks for people who have reached 5 posts and changes their access. So, depending on when you make your 5th post, it may take up to an hour.
