http://www.digiscrapdesigner.com has tutorials for offset patterns, using Dover images and texturizing your papers. There is a fee to join the site but if you are thinking about becoming a designer, then it is worth it! :)

I can't remember right off hand whether I've seen paper tutorials but I do agree that for the fee you'll be able to get all Tandika's great tutorials, weekly actions and so much more. For a new designer I highly recommend this site and I highly recomment taking Tandika's Mentoring Program.

The ScrapSimple Paper Templates (http://www.scrapgirls.com/store/category.php?cat=49) from Scrap Girls come with an instructions file to help you design your own paper and there are tutorials available in the SG University (http://www.scrapgirls.com/SG_University_ScrapSimple_Paper_Templates.htm). Each of the template sets are available in a commercial license version (http://www.scrapgirls.com/store/category.php?cat=64) if you are designing for profit.
