Default How to fix this photo?

We took the kids to the 4-H fair this week, and silly me didn't want to carry my camera around because whenever I do, I don't really use it. Well, the kids were being super cute, so I ended up taking a bunch of pictures with my camera phone. So now I have some pictures that I want to scrap, but they are all low resolution, and kind of blurry. here's a sample -

Any tips on what I can do with PSE 5 to improve this picture?

I'm not sure what PSE has available, but I would try noise removal, sharpening and an duplicate overlay. Converting to B&W may help too!

I used iPhoto to boost the color, sharpen and reduce noise then did curves in PS.
PM me your email and I'll send you the file...

Luckily I have a really good cell phone camera, but I fix them up like this. Many of my LOs are actually from my phone because my Olympus is HUGE!!!

Try duplicating the layer and then using blending mode of "multiply" and adjust the intensity. You can add other layers and try other blending modes playing with the intensity. When I have a picture that is too dark on the other hand I find that a screen mode is a good first start on fixing it. Just remember to save to a new name and keep the original, you may find a new technique some time and it is always best to start with an original, HTH.

I'm not sure if adobe elements has filters in it.
But what I do to sharpen low quality photos it to:

1. duplicate layer
2. set the blending mode to overlay
3. got to menu >Filter> Other> Highpass
4. set the level between 5 to 6 or use preview and choose a setting you best like.
5. Merge layers
6. Repeat steps if necessary but instead of merging erase with soft brush eraser the parts you want to keep softer.

I totally understand wanting to keep those cute photos!

Oh I just remembered if you put a slight grain/texture over the photo it gives it the appearance of a sharper image to
