I may be creating a newsletter in the near future for a Non-profit organization I am a part of. It will be an internal newsletter ONLY and will be delivered to about 50 participants (all non-scrapbookers as far as I know) in PDF format. Do you think kits that I have marked as S4H could be used for this type of thing? Or would this fall under commercial use? Or should I just contact the designers I want to use and ask them what they think?

I would read the terms of use first and then if you have questions, contact the designers. If this is a newsletter that won't be distributed in exchange for compensation, I would think it would be okay, as long as it doesn't violate the quantity some designers have imposed on their designs. It wouldn't be any different than distributing 50 Christmas cards. If the newsletter may contain controversial topics, I would check with the designers as many designers have that clause in their TOU.
