I can not figure our to make nice clean curved lines like in this layout. I have both PSE4 and PSCS2. Any help would be appreciated.

Maybe it is a template? Kim Hill has some and if I think Christine Nash has some at ACOT.
__________________Or else you have to be really sharp with the pen tool and anchor points

If you don't want to try the pen tool, you can always run a wave (filter -> distort -> wave) filter on a straight line, and then use your magic wand to select the bottom portion to use as a layer mask. You might have to experiment with the numbers on the wave filter to get it how you want it - I'd set the length very long, and the amplitude at 300 or so.

The pen tool is very helpful to master. Curves are sexy :wink:

I have a set of curves embellishment templates that will give you the basic curve, and curvy add-ons to make layered looks as well. That is such a cute layout and such a clean look.
