Default lots of questions

Right now I am just a girl with some ideas and a dream of starting a scrap 4 hire business. That is why I have SO many questions. First off, a lot of sites discuss buying templates and kits. If you design your own templates on photoshop elements this avoids this correct? Also it avoids the whole copyright infringement thing too. I have many ideas for pages and would like to create my own albums. Then there is the issue of printing them. Which sites will let you print your own material? I have used sites where I have printed books but have used their albums. Does anyone have any answers or advice to someone VERY new to all of this?

i can help you with the printing place...MyPicTales has it where you can upload your jpgs. You can also use their albums but it's easy enough to use your own. Just download their free software and select one of the books, then upload your pages!!! If you need help, please PM me, I'm happy to help!

There are tons of products out there that are S4H okay. These usually require you create a unique page for each client and provide them either a flattened JPG or printed product. (ie. you cannot create a one album style and sell it to 10 customers, changing only photos/journaling)

If you want to build a database of pre-designed quick albums that you personalize for your clients, you'll need to purchase commercial-use products. You do have more freedom there.

As for printing books with your own designs, there are lots of options out there. Check out these posts by The Daily Digi.

So my only option is to use other people's templates? I can't design my own using photoshop elements?

If you want to create your own pages, your own templates and create your own papers and embellishments, of course you have all the freedom you want. It is only if you want to purchase/download supplies (kits, papers, templates, elements, etc.) that you have to be careful with the TOU, whether the products are CU(Commercial use) or S4H (Scrap for hire, like Wendy described above). But if you can create your own, you are free to use them as you wish.
