I already started a blog, but that was before I knew you could use templates. Can I go back in and redesign and kind of "start all over"? Anyone able to tell me how?

Are you talking about templates that Blogger provides? I know that if you change your blog, the content will stay, but any modifications you made (special links, blog header, etc.) will need to be added into the new template.

Yes you can change your template. But like Brittany said if you have many customisations such as links to other blogs, galleries, banners etc etc it can become a bit of work. Once you have a template you like and you have made your customisations it's also a good idea to save a copy to you hard drive so if anything goes wrong you will still have it. If you don't like any of the blogger templates try some of these:
